A dump valve or turbo valve reduces the reaction time of a turbo and improves its reliability. The turbo compresses the air in the intake. However, when the throttle is released, the throttle valve closes and the compressed air can no longer go into the intake, resulting in a significant increase in pressure in the air system.

This slows down the turbo and, inevitably, lengthens its response time (which, in turn, increases wear and tear prematurely).

The purpose of installing a dump valve is to release this excess air pressure very quickly when the throttle is released. The air is evacuated by the dump valve either externally (hence the pschitt) or internally (back into the intake manifold).

This Forge dump valve allows the control of the turbo boost through the dump valve.
